It is important to note that while Israel is assumed to have nuclear weapons, it does not acknowledge that it does. Therefore they can't make public such a threat before the fact without "blowing their cover". Israel has demonstrated a great reluctance to the first use of nuclear weapons. It has fought wars that didn't go well while refraining. I can't imagine them deviating from that policy short of a verifiable imminent existential threat, and maybe not even then. That condition presently does not exist.
