I have no idea who is really "at fault" here, GD or the Army. I am guessing a lot of both. The important "take away" is that it isn't all that easy in today's environment to "ramp up" production of anything, even something as "simple" and well understood as 155 mm artillery shells. This is particularly true in the US.
