Luck's stated plan is to focus on improving the results of high school recruiting, and then develop and retain those players.  At Stanford, NIL is more effective at retaining home-grown stars rather than spending wildly on transfers.

The WBB programs needs to make the program in which the top players are supported emotionally and financially.
It will be cheaper to retain players and using the transfer portal selectively.
