The obvious question is how voluntary this retirement was. Answer could range anywhere from "he was planning to retire at this time all along" through "he got tired of all the flak and decided to retire" to "he was forced out." We are unlikely to get the answer.
Given that VPSA is in the midst of a strategic planning process, I think we can make a pretty good guess...

time will tell, he's ~60 years old, if he turns up in a similar position somewhere else in the next year we'll have our answer
in industry, not sure about academia, the typical "forced out" description is XXX wants to spend more time with their family.......

In academia it is usually that XXX wants to return to his/her first love, research and teaching in the Department of Y.
However, most administrators have been out of their field too long to actually do this - certainly the research part and often even the teaching part. This leads to a certain kind of dark humour among the faculty. That may be somewhat less true at Stanford, which tends to hire real scholars for many of its upper management positions - don't know about Boardman.
EDIT - It seems the original version of this thread has somehow been mixed and matched with the "Per ESPN, the ILSJUMB is back!" thread. A bit confusing - but figuring that out helped me follow the discussion.
