Doesn’t the rule merely state that if she played indoor, she would count towards the indoor scholarship limit? So, if at some point we were below the limit, Hambly could recruit internally, no?

Not unless they recently changed the rule. As I understand it the first two years a beach scholarship player can not participate on the indoor team. They can play indoors their junior and senior years.
It was put in place when beach volleyball was approved as an NCAA sport. The purpose was to prevent schools from creating a "sham" beach VB team to provide additional scholarship players for the indoor team.
