By the way, that was a horrendous sequence of calls at the end of the Cal game:
1) It was the Cal player who played in a dangerous manner because she tried to head the ball below Harvey's waist (where her opponent's foot was likely to be). You've got to take both players' actions into account.
2) Even if the ref correctly adjudged Harvey to be solely in the wrong, the penalty (in both college soccer and FIFA) for dangerous play is an indirect kick. There was no player-to-player (or ball-to-hand) contact, so I can't think of any circumstance where the ref could have rightfully awarded a PK to Cal on that play.
3) The eventual Cal goal scorer (on the rebound) ran into the penalty area before the ball was kicked. She was so far ahead of the other players she even beat the player taking the PK to the ball. Encroachment. No goal. Stanford ball.

I was at Miracle at Maples 1 in 1988 when Todd Lichti & Co upset #1 Arizona. The crowd went nuts as we stormed the court. So much fun! Stanford hadn't so much as earned a MBB postseason berth in the 46 seasons prior to that (and that was in the middle of World World 2).
